Weatherization Assistance Program

Overview

The Weatherization Assistance Program (WAP) helps low-income individuals and families reduce energy costs and increase comfort and safety in their homes. Individuals, families, the elderly, and the disabled who are making no more than 200 percent of the current federal poverty income level are eligible for help. However, priority is given to the elderly and disabled, households with high energy consumption, emergency situations, and homes with preschool-aged children.

Participating households average nearly 35 percent in savings, or approximately $583 per year, after completing weatherization improvements. To apply for weatherization assistance, individuals must submit their application to the agency that services the county in which they reside.

The Utah Division of Housing and Community Development administers the program statewide through eight government and nonprofit agencies. Benefits are provided as noncash grants to eligible households to make energy-efficiency improvements to their homes.

How To Apply

You may be eligible if your gross annual household income is at or below 200 percent of the Federal Poverty level or if you are a current HEAT program recipient. Plus, your household must include at least one adult who is a U.S. citizen or qualified non-citizen

Cost

If you are a homeowner, there is no cost to you. If you rent, your landlord may need to pay an elected portion of the cost.

Intermountain Weatherization Training Center

The Intermountain Weatherization Training Center (IWTC), established in 2009, was designed to support the advancement of residential energy efficiency through hands-on, technical training. It also serves as a resource for collaboration among weatherization professionals, energy partners, utilities, educational organizations, and others interested in residential energy efficiency and building science. This 14,000-square-foot, all-weather facility is located within a large warehouse and was built to simulate real-world conditions for weatherization work.

The IWTC is equipped to support hands-on learning and technical demonstrations in a variety of residential energy efficiency practices, including:

  • Traditional vs. advanced energy-efficient building practices
  • Whole house pressure diagnostics and air leakage testing using blower doors, pressure pans, etc.
  • Duct sealing and pressure testing using "duct blaster" technology
  • Infrared thermography of building components
  • XRF identification of existing lead-based paint
  • Attic, wall, floor, foundation and duct insulation
  • HVAC installation, repair, diagnostics, venting and duct fabrication
  • Energy-efficient lighting technologies
  • Computer-based training of all types

Trainings, Tours, & Inquiries

At this time, the training center does not offer courses or facility access to private individuals, contractors, or commercial organizations. Training and technical assistance resources are prioritized for Weatherization Assistance Program (WAP) grantees and partner agencies. As capacity allows, the IWTC may support additional collaboration and training opportunities in the future.
