Partnership Opportunities
Surplus State Land Program (SSLP) RFQ
The Utah Housing and Community Development Division is issuing a Request for Qualifications (RFQ) to establish a pool of qualified developers for the SSLP. Selected developers may be invited to partner with the state and local municipalities to transform surplus state-owned properties into attainable housing projects. The RFQ will be open for 30 days beginning September 18, 2026.

The Utah Housing and Community Development Division is now accepting applications for the SHIP. This program provides infrastructure financing to municipalities for projects that overcome critical infrastructure barriers and directly support the development of attainable, owner-occupied housing. Applications will be accepted for 45 days beginning September 17, 2026; municipalities may review program requirements and apply using the SHIP Application PDF attachment in this notice.
