Olene Walker Housing Loan Fund

Overview

The Olene Walker Housing Loan Fund (OWHLF) is a financing tool for affordable housing, leveraging both federal and state resources to fill critical funding gaps. The fund supports the development of housing that is affordable to very low-income, low-income, and moderate-income individuals and families, as defined annually by the U.S. Department of Housing and Urban Development (HUD).

Funding and policy decisions for the program are made by the OWHLF Board, which has governance and oversight over all program grants and loans. In addition to financing affordable housing, the OWHLF serves as the state's account for administering direct legislative appropriations dedicated to targeted housing initiatives.
