The Utah Telephone Assistance (Lifeline) Program is approved by the Utah Public Service Commission (PSC) and the Utah Department of Commerce, Division of Public Utilities (DOC/DPU).
It is funded through the Universal Services Funds (USF) approved by the Federal Communications Commission (FCC) and the State of Utah. Funds are garnered through a surcharge on telephone bills.
The discount provides about $13.38 a month Lifeline discount for low-income households (135% of the federal poverty limit) with landline telephones. The Link-Up discount that assisted households with initial connection fees is no longer available as of April 1, 2012.
The Utah Telephone Assistance Program (UTAP and also known as telephone Lifeline) provides income-eligible households with discounts for monthly telephone bills. Service must be provided by a participating telephone company (see chart). Applications are taken year round.
The Public Service Commission recently approved 3 wireless companies to provide free, but limited, cell phone service to eligible low income customers. Customers can apply directly through the following companies:

EACH WIRELESS COMPANY OFFERS ONE OR MORE SERVICE PLANS WITH VARIED NUMBER OF MINUTES, FEATURES, ETC. SO IT IS IMPORTANT TO CHOOSE THE ONE THAT BEST FITS YOUR ENTIRE HOUSEHOLD'S NEEDS.
EACH INCOME ELIGIBLE HOUSEHOLD CAN HAVE ONLY ONE LIFELINE PRODUCT SO IT IS CRITICAL TO DETERMINE WHETHER THE HOUSEHOLD'S NEEDS ARE BEST MET THROUGH A LANDLINE OR A MOBILE PHONE WITH A LIMITED NUMBER OF FREE MINUTES.

You can apply for UTAP at the same time you apply for HEAT or you can ask your telephone company to send you an application.
UTAP Lifeline serves over 22,000 households per year.
