HELP stands for Home Electric Lifeline Program. HELP was created to provide qualified Rocky Mountain Power (RMP) customers with a discount off their monthly electric bills. The best way to apply for HELP is to apply for HEAT so that households can get the benefit of both programs. If the HEAT program is closed in the area where you live (which may be between May and November), you can find a HELP application on the "Applications" link to the left. Nevertheless, households CAN apply and qualify for HELP if they are not on HEAT if they meet the income eligibility requirements and are a RMP customer. All HELP applications are processed by Salt Lake Community Action Program in Salt Lake regardless of where you live in the State of Utah.
